A liveable city for trucks? Central Government VS Local Council

Who should be responsible for the development of Auckland? The Auckland Council or central government ? As I can see, Len Brown has much more power and money than any other city mayors in New Zealand. That is why he can hire people in his office by using his own money and lead the vision of the Auckland Plan by himself. His ignorance of the national govenment's declaration make me doubt that whether we can improve our own city just by ourselves? I believe that, if we can only pay the local tax, then the city will be very self-sufficient , and we will have  the ability to make self-determination rather than being affected by the Central Government. It is true that the national government's decision can be used by local government as guidebook to develop the city, however, in this case, I do not think that building more roads for truck will be good for Auckland to be a most liverable city. Overall, we are the people who knows best about how to improve our city but people in Wellington.
